Instructional Designer / Apprenticeship Documentation Consultant (Energy Sector)
Job Description
Following a recent audit by the United States Department of Labor, the organization must improve its apprenticeship documentation, particularly related to on-the-job training structure, skills tracking, and program requirements, in preparation for a follow-up audit scheduled for November.
The consultant will assess current materials, identify compliance gaps, and deliver a structured set of recommendations to help the organization meet audit standards. A second phase may be defined based on additional opportunities identified during the assessment.
Key Responsibilities
- Review existing apprenticeship program documentation across six electrical trade programs
- Conduct stakeholder and SME interviews to understand current processes and requirements
- Evaluate documentation related to on-the-job training, skills progression, and program structure
- Develop a comprehensive recommendations report outlining required improvements and compliance actions
- Propose a potential follow-on roadmap addressing additional process or documentation enhancements
- Work independently while coordinating periodically with program leadership
Primary Deliverable
- A detailed written report (Word format) outlining actionable recommendations to strengthen apprenticeship documentation and support audit readiness
Required Experience
- Strong background as a technical learning strategist or instructional designer
- Experience supporting organizations in the energy / utilities / electrical field (preferred)
- Demonstrated experience working with or preparing documentation for government or regulatory audits, ideally apprenticeship-related
- Ability to independently assess programs and propose structured solutions
Tools & Environment
- Microsoft Word required
- Consultant will provide their own equipment and software licenses
- Organization uses the Infor CloudSuite LMS environment
The ideal consultant is
- Highly self-directed and efficient
- Comfortable navigating ambiguous documentation environments
- Skilled at interviewing technical stakeholders
- Able to translate regulatory requirements into clear operational guidance
Engagement Model
- Consultant will submit a proposal outlining their recommended approach
- Engagement expected to be structured as Not-To-Exceed (NTE)
- Client reviewing competitive proposals
Start: Mid-March
Duration: Approximately 6 months (potential follow-on work based on findings)
Hours: To be proposed by consultant (flexible schedule)
Location: Primarily virtual; preference for Minnesota-based consultant able to attend occasional onsite meetings
The pay range for this is $65.00 to $70.00 per hour on a W2 basis. Individual pay is determined by a number of factors, including but not limited to skill set, depth of experience, relevant education, certifications and specific work location.
